[PTR] Add the ".setskill" command

Hi !

I was willing to test some things on the PTR, and I need to have a profession for that.
The command .learn, to learn the profession, is ok, but the ".setskill" doesn't exist, so I can't up myself to 450/450, I'm stuck at 1/450.

The only way I found is to .add the mats and levelup the skill by crafting...
In order to gain time for everyone who wants to test some professions things, would it be possible to add that command for everyone on the PTR, please ? *_*

Ok, but that's not the point.
Learn the crafts won't get me to 450/450, I'll still have to craft them.

Plus, I could want to adjust the skill to 300 or else, and without the command I must create another test character if mine is already higher ^^

Oh man I wish we had this command. Really not sure why we don't... we can mod faction rep, why not profession skill? It would make trying on crafted (i.e. engineering) items for transmog so much easier.

This command should be available now for players on the PTR.
